Config Function App (npobp_config)

Primary app for servicing the configuration part of the ProcessFactorial All interactions from the portal will come to this app (with APIM as middleware).

Additionally, some timed processes (via Polling App and Maintenance App) will also call out to this app when it affects configuration (again, with APIM as middleware)
